#7 Strange/unhandled volume condition in IT handler.

I've noticed that mikmod has a volume issue with the reference file that comes with Impulse Tracker 2.14: CHRIS31B.IT

The problem with it is that the background stings eventually overpower the lead strings in the beginning and at the end of the song. I believe that it's probably some sort of rare effect that either mikmod doesn't know about, or it's some strange condition with how the sample volumes are changing.

Tested with Mikmod 3.2.1, engine 3.1.11
Running on Gentoo 2.6.25-r6 AMD64
