#4 An Avatar Event Handler Supporting RLV 0.2

Hi,

this patch contains an Agent Event Handler with some basic support for
RLV.

The addtached file rlv_0.2.zip adds support for the windlight getenv_ and setenv_ commands. It also adds tests for the restrictions handling implemented in 0.1.

Version rlv_0.1.zip supports adding, removing and getting of
restrictions. It has limited support for force-sit.
