I usually point to the "beast" that is the Reminders.pdf file, included in .deb file.
If you have a specific question or questions, which are not addressed by the pdf (opened by clicking help) or by the quite detailed Tooltips that display when hovering over buttons etc, feel free to ask them here, in a follow up ticket.

I don't see how to get the astrological information or where it displays. Also, there is no section entitled Create a New Reminder, nor is it available from the drop-down menu.

Meterological information comes from openweathermap.org, if they send mm, I use mm. I could divide it by 25.4 I suppose but somewhere in the mists of time, I chose not to.
Astrological information is covered, along with weather, in its own section. Just as with Moon information, there are buttons on the right, below Birthdays, which if clicked, provide the information you are looking for, if it has been setup up. That requires that you have clicked Astronomical in the Tools->Latitude & Longitude screen.
As Detailed in the README.txt file:
If you want the dates of full moons, new moons and moon phases to be included in the calendar you must install the “ephem” package which is installable via pip and also requires the “python3-dev” package.
So use synaptic to install “python3-pip” and “python3-dev” and then

Why is rain in mm instead of in when un-selecting Units(Metric)? Also, the "beast" does not explain that setting.

To create a new reminder;
Select a date, a time, whether it repeats or not, enter the text and Click the Add button
