JUNITPP 3.8.1 works with the new JUNITPP 3.8 library and provides a MAVEN integration

Batch files in 'bin' folder are fixed now. When calling 'dist' target all deliverables will be placed in 'dist' folder including batch files.

Initial public release (1.3) is now available for download. Life begins :-)))
