#11 joe-2.9.7-pre0 won't build on systems without isblank()

Hi again,

joe-2.9.7-pre0 won't build on systems without isblank(),
such as Solaris 2.6.

Although a #define is provided in utils.h, this header file
isn't included in two corresponding C files, macro.c and
uformat.c.

A patch s provided in the Patches forum.
