#191 ellipsis displayed incorrectly in menus

The ellipsis are displayed as garbage in menu items, since the properties files are loaded in iso-8859-1 (iso-latin). The attached patch fixes this by loading properties files in Localization using UTF-8.

Note: this is a bug in trunk, but seeing as I am unable to contact a Jin developer, I'm putting this patch here until someone will commit it...
