There isn't much of a tutorial. The best way to get started is to download the zip file from https://sourceforge.net/projects/j-trac/files/jtrac/2.3.3/, unzip it and start the server using start.bat or start.sh, depending on your OS. Then go to http://localhost:8888/ and start experimenting.
Also check out the doc folder, it contains extensive documentation on all aspects of JTrac.
