#16 Use 'default' configuration as the default for all other general configurations

There is an immense amount of duplication between all the general configurations, that could be eliminated by treating the 'default' configuration as the master default for all the others. For example, rules and storage configurations could be mostly provided once only and only varied in a specific configuration by changing the actual elements that need changing.

This is trivial to implement and has a large benefit.
