It would be nice to be able to manage DNS zones from user all so that subnets across customers can be combined into a single zone.

Patch makes a couple simple changes. This will probably break if IPs overlap. This also makes the assumption that customer 'all' has id of 1.

It might also be a good idea to create by default a customer 'all' with id 1 and make sure it can not be removed.
