#41 indi_lx200genericlegacy does not handle timed moves in w-e correctly

The millisecond value to timed guiding in w-e direction is not handled correctly. It should be multiplied by 1000. See attached patch.

Actually, the behavior is correct since the TELESCOPE_TIMED_GUIDE_NS & TELESCOPE_TIMED_GUIDE_WE are defined in milliseconds in libindi v. 0.9.7 or higher.
