The "docs" section of icqscm's project web page now provides a detailled description of the ICQ sound scheme file format. I encourage all developers to consider supporting ICQ sound scheme files by their instant messaging clients. The icqscm command line and GUI projects provide Python reference implementations showing how to deal with the, admittedly very simple, file format.
Icqscmgui is now fully supported on Win32 (as well as Linux). I have added an all-in-one Windows convenience package (icqscmgui-1.1.win32.allinone.zip) that requires no Python nor wxPython install.

Heureka! The long-awaited GUI version of ICQSCM is released: icqscmgui. It is based on icqscmlib provided by icqscm (command line editor). Check out the project website http://icqscm.sourceforge.net for screenshots, etc
Version 1.1 of the command-line based ICQ sound scheme editor icqscm has been released. Fixed problems with Python versions < 2.3 and a bug with the -t option on schemes that reuse the same WAV file for multiple events.

The times of quiet Linux ICQ clients are over! Icqscm provides a command line interface to ICQ sound scheme files (hundreds of which can be downloaded from the ICQ website). Main purpose of icqscm: Extracting the WAVE files out of ICQ sound scheme files. However, with its tar like command line options it is easily possible to update existing sound schemes or even create new ones. A GUI version is planned for the near future.
