#2 unicode file handler

Cannot open files with unicode characters in the
filename or path.

open notepad
type some text
save the file as "フルメタルパニック.txt"
try opening the file in Hexplorer

(most applications choke on this actualy, very few can
handle unicode filenames. the file name translates to "full
metal panic")
