#687 v4 update spalsh screen every start up

FWIW, I'm on 12.6.6. Every time I start up, the notification of v4 is out comes up.
Maybe there could be a setting to toggle notification?
Since I and I'm sure many others don't plan on Ventura any time soon.
Meteorologist isn't listed in Notifications.

There is an option on the preferences that says Check for new versions on launch. Been there for several releases and is ON by default.
