#83 Queing SMTP Notifications when Internet down

I'd like to see the SMTP notification being able to
send an email even after the event has occured (for
example, our Internet goes offline and CheckPing errors
and tries to send an email). HealthMonitor should keep
trying to send the email until considered 'successfully
sent' like when the Internet service resumes. As of
right now if it doesn't send the email right away
because the Internet is down, it won't send the email
at all.

It's not very easy manage a SMTP queue, if somebody would
like to help me, I'll add it to the project.
As a WORKAROUND, you can use a local SMTP server configured
with a smarthost, it already manage queues.
