#142 healpy depends on healpix 3.83 but the latest release here is still 3.82

Pursuant to the discussion over on the healpy issue tracker, it looks like healpy already depends on healpix 3.83, but the latest version here is stuck at 3.82 making it impossible (or at least rather difficult) for us distro packagers to package the former. This is a request to consider tagging version 3.83.
