#140 Add Alpha VMS to config.guess

The following is the official location of config.guess.

http://subversions.gnu.org/cgi-
bin/cvsweb/autoconf/config/config.guess

This patch fixes the official version. How to get the
GNV version up to date is a different question.

This patch came from Bernard Giroud. The complete
version he sent was 1.3 with this patch applied.

So here are my first patches (applied in the autoconf
directory, but
they should really apply to all corresponding files in
the other
directories):

- config.guess : to correctly guess an Alpha Vms
system.

The last patch is pretty big: I based my modifications
on a very
recent config.guess. So I also enclose the full new
one.

As individual packages of GNV are updated, they will be picking up the current config.guess for that package.
