Fix lookup of ".." directories

Discovered that .. was not being handled or tested for properly.

vms_unix_to_vms.c: Fix dir_to_name_fnpart to support '..'

vms_sring.h: Fix vms_str_free_value32 to properly clear the value32
member.

test_vms_filename_lookup.com: Fix the test for the expected ".."
results.
