#300 need a check for obsolete entries in evidence_with

When the field 'evidence_with' is populated by an
identifier, we need a way to check whether or not this
id refers to an obsolete object or not. The particular
formats that are of interest right now are

TAIR:gene:xxxx where xxx = pub_gene.gene_tair_obj_id

and

GO:xxxxx where GO:xxxxx = pub_term.go_external_id

If the TAIR or GO id in an evidence_with field has been obsoleted and replaced by another, it would be very nice to have the id in the evidence_with field updated with the newer id.
