#290 unique PO terms should indeed be unique in Pub

When adding new annotation, if a unique term name is
entered in Term name box (without ID), after adding
all other information (except term ID), the
annotation Update would go through. However, this is
not the case with unique POC term names, since these
terms are not considered 'unique' - this is because
old TAIR terms are still in pubdb even though they
are made obsolete.

An example is term 'leaf'.

If PO terms can be added in the Term name box as
unique, this would save at least three clicks to a
curator, which is a lot.

Could be solved by autocomplete if the autocomplete only fills in non-obsolete terms.
