#40 mouse over on the track label

We have had yet another request for better display of track descriptions in GBrowse, particularly the color information. Users don't know to go down to the tracks section and mouse over to see the name and even if they do, it's not convenient.

I wonder if it's possible to put the track description as a mouse over of the track name in the gbrowse image? That way it would also appear on the gbrowse_img which appears in many other places.
