#19 Create standard Chado dumps

It has been suggested (more than once) that there ought to be standard Chado dumps for common organisms, they don't exist yet except for FlyBase and (probably) Daphnia. For common organism databases that don't use Chado internally, it would be nice to create Chado instances from the GFF3 they provide (which of course assumes that they provide GFF3).
