#11 Enable installation of libutils

Some software may still want to use GifQuantizeBuffer(), so it would be helfpul if libutils could be installed. As glibc also has a libutils, perhaps libutils could be renamed to libgifutils to avoid conflicts. Similarly, the files getargs.(c,h) could be renamed to gif_getargs.(c,h)
