#4 Problem with Planet Information tool

In Blind Galaxy games, GalaxyView won't allow you to use
the Planet View tool to set a planet ownership to a race
you haven't met. So, when PlayerA tells me that PlayerB
owns some planets, GalaxyView won't let me say that
PlayerB owns the planets - it objects that PlayerB doesn't
exist. Could you change it so that I can do this?

(Reported by Chris Shaffer several years ago, need to
verify if this is still true).
