#18 Blind Galaxy options not remembered

This may be true for other options as well.

At any rate, selecting Set Options in the Move Editor
brings up a window of checkboxes and such based on the
options in the current turn. It does not take into
account the options already changed in the move editor.

This is annoying if you change 10+ options, then want
to change one more - you have to make all the changes
over again.
