#257 Please fix Bartolomé de las Casas

Las Casas is only good at a single point - namely when he turns all the Indian Converts into Free Colonists. Indian Converts can still arrive later in the game and there is no way to turn them into Free Colonists.

Here are my suggestions for Bartolomé de las Casas:

  1. Every future Indian Convert arrival is turned into a Free Colonist. Or compromise, and every future Indian Convert arrival is turned into an Indentured Servant.
  2. Make Native American factions have the same scout interactions as the other European factions. For example, you can exchange your settlements, or negotiate alliances.

    1 is covered by the convertUpgrade mod that's included in all freecol installs. You can enable it through preferences > mods .
    Adapting it to create indentured servants instead of free colonists should be easy.
    Note that it will only work for games created AFTER you enabled it.

    Not sure if 2 could be achieved by a mod, but there is something that may block such use.
    Colonization auto-disbanded converts if they were out of a colony for a number of turns.

    Can't remember if freecol does that also or if it depends on which ruleset is used.

    So converts can't be used as scout/soldier/pioneer etc without changing that .

    I may have misunderstood 2 though as that appears to be about diplomacy with native nations, not using converts as scouts .
