#1188 fbpager needs to set C++ standard for GCC-11

GCC-11 uses C++17 by default and throws errors with fbpager from http://git.fluxbox.org/fbpager.git. Setting the standard to C++14 works.

I don't know which build-files need to be re-generated and how, so the patch updates configure.in only.
