#1178 Bad or blocked focus

Fluxbox v 1.3.7 (git) on Ubuntu 18.04.
When clicking the window icon in the toolbar to get it back visible with focus, other windows are comming back onscreen but not the correct one and sometimes it's impossible to get the focus back. The windows opened were: Chromium, some terminals(urxvt) windows, hexchat and vlc.

when you click the window icon in the toolbar, the window must come in front and the title bar must be highlighted, here it's some other window that comes and it's not even highlighted in the titlebar, the toolbar icon doesn't update - after few windows/icons clicks around, it works back normally...(by "icon" i mean the window name in the toolbar)
I can't reproduce it, it comes out of nowhere, i'm not running anything special, but it happens every now and then with just like 5 windows or so, using 1 or 2 workspaces - but mainly just 1 (just 1 terminal window open in the 2nd workspace here).

Also, it happened here, and i did not change any of the layers of any windows, they are all using default(normal). None of the windows are using special parameters, or remember states except for transparency of the terminal window(urxvt) in both focus/unfocused. I did not used the "send to workspace" or anything like that, just regular mouse usage to bring a window to front or minimize it etc.
I'm using xcompmgr, and i have conky running with:
own_window yes
own_window_type desktop

Sometimes clicking around trying to switch to other windows etc doesn't get back the window/focus but alt+tab does and get things back to normal.
