#9 Remove check for OS/9 in upload and checkin pages

The upload and checkin JSPs check the system to see if
it is MAC OS9 and then display a dialog to create a
macbinary. This needs to be removed. The applet used to
do this was not under a license that could be used in
open source and has been removed from the system the
page needs to reflect this.

Workaround on Mac OS/9 is to skip the creation step.
