The first time that fldigi is executed it creates text data files that can be modified by the user. This includes the file

Linux, OS-X: ~/.fldigi/data/SQSO.txt
Windows:     c:\Users\<username>\fldigi.files\data\SQSO.txt

which contains the list of state, county tetrads that populate the referenced controls. On subsequent executions fldigi will read those files in lieu of the list that is compiled into the binary. As distributed that list contains:

You can edit the list to add, delete or amend the entries. Deleting the file forces fldigi to again use the internal list and create a new SQSO.txt file. I've added the current thirteen political regions of Czechoslovakia to the file. You might want to change this to the original seventy-six political regions:

The CCD entry is simply my concept of what the region abbreviation might be. Those values would need to be changed. The next execution of fldigi will then have the new entries in the referenced controls:
