First Choice to HTML / News: Recent posts

Just added DOS/Windows version of the program.
Precompiled, plus full source code (and compilation instructions).
The fancier parts will need a perl interpretor, but it isn't necessary for basic FIRST CHOICE -> HTML conversion.
