#6 gstreamer's fameenc plugin

Gstreamer's fameenc plugin is just a use of libfame,
nothing more than that. i am having problem encoding
live video. the problem is that the fameenc itroduces a
wierd video pattern at the bottom of the video and
sometimes this weird patern rises and sometimes even
cover the whole video screen. the 'quality' varriable
of fameenc has a big role to play in it, i-e this
happens more often when you keep the quality 90-100 and
it doesnt happen at all when you keep the quality at
the default(75). on my system fameenc uses the libfame
0.9.0.
