#61 Slight problems with #repop

Using #depopzone then #repop, zone now lags for a
time, maybe 7 to 10 seconds, while it individually
places NPCs to there #LOCs one at a time, instead of
nearly instant.
Also, killing an NPC, and waiting for it to respawn, when
it does, and you initiate a #depopzone then #repop,
those NPCs that you just killed and allowed to respawn,
are no longer spawned, and are now considered dead
and back on it's spawn2 timer waiting to be respawned.
This does not affect NPCs that were not previously killed
prior to the #repop.
