#1 dynamic classpath based on xml-location

In release 1.6 an the xml-parses increases the classpath of the
model classloader with:

a. the exact URL is the model is specified as jar file in the xml

b. if the model is not specified in the xml, and the directory of
the xml document is [dir] the loader is increased with [dir] and
[dir/bin].
