#27 Forced fortify
Occasionally, the game forces you to fortify your position because the No Move button is greyed out. This happens in both single play and network play. The most frustrating thing is when you've nothing but 1s on the board. You're forced to shut down the game at that point. I've verified it in version 1.0.9.4 on Windows XP running java 1.6.0_03-b05.
