At the end of a turn, you have the option to move troops or press the no move button to let the next person take their turn. Seemingly at random, just after the text on the button in the bottom right hand corner changes to no move, the button becomes disabled and the text becomes grayed out. If all of your countries only have one troop in them, there is no way for the game to proceed and you have to start a new game.
