Combined with the data which is coming from your PDF this configuration is generating the following types of email addresses
email1@email1.org;[ ]email2@email2.org;[ ] - validation is failing because of the empty space [ ] found at the end
email3@email3.org;[ ] - validation is failing because of the empty space [ ] found at the end
email4@email4.in.gov; email5@email5.in.gov;; email6@email6.in.gov - failing because of the ;; found in the middle
If the addresses will come like that then DocumentBurster will work fine.

There are no spaces or ;; so everything is validated fine.
If possible, I suggest you to have the To configuration as $var0$ and this var0 should contain the full list of addresses properly formatted (without [ ] empty spaces or ;; found in the list). Please see the example above on how the list of addresses is currently expected.
There might some valid situations in which a list of email addresses like yours might (or should) be accepted. This is the reason we are still considering this situation and, in the future, we might even change the software to do a less strict validation for the list of addresses.
