#9 use CT instead UT

Guys,
fist of all let me say that you for all your hard work that
you put on this tool.

I'm using version 2.1, and I have a question, I'm
creating html report, the graphics are generated using
UTC time and I want to know if the script support CT or
local time, even though rlog suport -zTL, the "cvs rlog"
is not supporting this option.

Anyway if you have some ideas let me know.
