#13 -tagstart and -tagend range doesn't work w/ -buildhtmlreport

I am a first-time user of the tool, so pls forgive user
error. However, the range is not respected. I used
the -tagstart, -tagend and -branch options. The "Last
commit logs" and "Last tags by date" include content
outside the specified range.

On or about line 2063, the code generates the cvs rlog
command for non-branched builds. It includes a '-b' option.
If you remove that option, then the tag start and end
options work fine.
