#936 gtk-v1.ui does not save window positions properly

Rework of the gtk-v1.ui apparently destroyed the ability to properly save window positions. Most elements seem to adequately save, but the bottom middle panel and/or map will not. Basically, I cannot get the status bars to remain on screen. The map always seems to expand and push them off screen (well, almost off screen as a sliver of the top bar is visible).

The gtk-v1.ui was a personal favorite so is a shame to be broken. The whole reason glade support was added to the client was to allow the developer to use the gtk-v1 layout after the gtk-v1 client was discontinued.

    Actually, [master 6f71295] is only a workaround. It changes the bars to not be able to be shrunk past their minimum allocation. This does not fix the saving though. The bars panel can be resized larger, but the larger size is not preserved by saving window positions.
