IMHO the most simple option would be to disable tests for a given time (e. g. next 2 hours) from the web interface. Using the push-button as an additional option sounds like a good idea. Maybe use the coloring of the LED to show that test are currently suspended and will be resumed in x hours. (yellow - x white flashes - yellow) ... but I am getting carried away - just build the most simple thing that could possibly work.
A more sophisticated monitoring of bandwidth usage and intelligent automatic selection of a convenient time frame for tests should be possibly in conjunction with request 1977168 but sounds like an awful lot of work to me.

CAVE: Irregular bandwidth test makes derivation of useful statistics more difficult. In any case it has to be noted whether there is no value for bandwidth in a given test set because there was no connection or because it has been intentionally switched off.
