#13 erronous HTML Encoding in admin-tool text boxes

If I save an article with this in the body textbox
"this page — and"
it saves it fine and then shows up as
"this page — and" in the body textbox
Next time I make any changes and resave
It has changed that line to
"this page ďż˝ and"
in the same textbox

same thing happens with any encoded character or
special character which needs to be encoded and this
happens all over the admin tool textboxes not only the
article body. Why does it change the matter in the
textbox and write it to the database so that the
article appears different?

Can someone plz look into this matter, and if fixed
reply back to me.
