#9 Forum added with NO subject field specified

The system allows a user to add a forum with NO subject
Name.

Other Items/Modules that are added without specifying
Name/Subject/ Title/
Mandatoryfields.

1.Add/EditSub Forum with no subject name
2.Post Message with NO title
3.Add Site News Item [with NO News Title]
4.Add Project with no Title/mandatory fields
5.Add attribute data e.g. Human Language

This is fixed. It was fixed as a side-effect of adding
validation to all input fields.
