Shift+Clicking a taskbar button behaves like a clicking by middle mouse button (same problem) => Opening a new window.
In Windows Explorer it is expected to open a new window in the same path (= Ctrl+N), or equal to Win+E.

I still don't understand what you are asking. You are mixing 2 separate things - the initial path when you use the start button, and the initial path when you use the pinned icon on the taskbar.
And what do you mean by "Same location"? Same as what?

and I had never mentioned pinned Icon.
Forget about it.
Maybe now I would be understood:
If I open a folder, and I want a new window with the same path/location, I do Ctrl+N.
But, If I Shift+clicking (or middle click) on its taskbar button, so a new window of Windows Explorer would be open (path = Libraries).
I want that when I Shift+clicking (or middle click) on a folder taskbar button, a new window with the same path would be open, as if I did Ctrl+N.
I don't think that would be possible. When you press Ctrl+N, Explorer knows exactly which path to use, since you press Ctrl+N in a specific open window.
In Win7 a taskbar button can correspond to 0, 1, or multiple Explorer windows. There is no 1 to 1 correspondence between taskbar buttons and paths.
Either way, this is a beef with Explorer, not with Classic Shell. The Classic Explorer code is loaded into Explorer after Explorer has decided what folder to show, and doesn't have any knowledge how that window was opened - click, Shift+click, command prompt, whatever.

I defineded Win+E = Computer
When I do Shift + Click on WE taskbar button = Libraries
So what is the problem?

The pinned thing on the taskbar is a shortcut. Edit its properties and make it open whatever you want. I don't see how this is a Classic Shell bug.
