Folder File View formating inconsistent

It appears that in opening some folders that the File View format (List, Small Icon, Large Icon, Details, etc.) is not changeable (not highlighted) or if changed is not "sticky" after being closed and reopened.
It would be helpful to make this a sticky "global" default - see XP Tools - > Folder Options -> View -> Folder Views -> Apply to All Folders
In Windows XP, this change was global meaning it applied to all folders
irrespective of their template. In Windows Vista and onwards, it applies only
to the Folder template that Explorer detects your folder as. There are five
core folder templates - General items, Documents, Pictures, Music and Videos. You will have to do this procedure 5 times, once each for each of the 5 folder
templates. Open any 5 folders each containing some general items, documents, pictures,
music and video file type, each of one type, set the view to Details view (or
whatever view you want) and then open Folder Options from that folder itself
and click "Apply to all folders".
Many thanks for the info - as you can tell I waited until to migrate from XP and am now only getting this and Group Policy as well as I am a stand-alone user.
All of you working on Classic Shell have truly saved MS' "bacon" in this UI catastrophe.
