* Added in error dispatch for when file fail to load

Quick Fix for ToolTip.

Updated slider to have 2 modes now. One that is timer based and a updated event base mode which is set by default. If having problems with event mode then use Timer mode. It use more CPU but it will always work.

Timer Mode - Use ThreadManager to keep track of where Slider is at on mouse down.
Event Mode - Updates when user move mouse on stage.
