#22 Some language sets don't display correctly

Language character sets like Greek and Hebrew don't
display correctly in PDF format whether online or
locally. Also, when local, they don't display
correctly in html or txt formats. Other formats may be
affected as well.

    The PDF and txt/html format issues are separate. The html
    issue should be resolvable by setting the document header to
    say what character set is in use, namely, UTF8, if the
    document isn't corrupt.

    The dynamically generated documents (html, htm, fo) now are
    all working. The other formats may still have some tweaking
    to be resolved.
