#8 admin can't modify "Project Managers" after a login failure

1. use a user without any project to login, get a failure and prompt "You don't have permission to access any project, Please contact administrators."
2. in the same browser, login as 'admin', goto Administration, and "Project Managers" is disabled.

Maybe there is something wrong in session variables after the first failure.
