Making fre:ac available in the Ubuntu Software Center would require to build Debian packages of it first. The packages then need to be accepted into the official Debian or Ubuntu repositories for them to appear in Software Center.
I plan to take on this once fre:ac v1.1 enters beta phase. If someone volunteered to build and maintain Debian packages for fre:ac though, it might be available earlier.
I will move this ticket to feature requests. There already is a similar one for a Gentoo ebuild script.

fre:ac is now available in the Ubuntu Software Center as a Snap package. You should be able to find it by searching for freac or audio converter.
