As it is currently, I've got a separate project that just holds all my instruments I've developed so far, and I copy in and out of that project regularly, any time I come up with something new that I like. Problem is, this is cumbersome. Good idea. As far as folders for the presets, I think categorization is a good idea, and I like the idea of submenus for different groups of presets.
