 I'm trying to modify the NovellForge(
http://forge.novell.com/modules/xfmod/project/?forge ) to be easier to
setup. Release a package for anyone who would like to try it first.

Notes:
1. You must setup the module 'xoopsfaq' also to work some functions.
2. Before starting to use it, set the correct settings of xfmod.
3. There will be some error messages in tracking system if you havn't
assign the permision to anyone of the project developers.

Changes:
1. Disable some functions, like CVS, mailing list.
2. Modify the FRS system to work only on the local system(much easier).
3. Fix some small bugs when I want to setup it in Traditional Chinese.
4. Add Traditional Chinese language files with UTF-8 encode.
